A single NIKKE tier list cannot settle every mode. The short notes below explain why these supplied units appear in the upper part of the dated PvE reference and where the context matters. A bossing account, a high-deficit campaign push, a Favorite Item upgrade, and a personal investment level can all change the answer.
CrownCrown remains the clearest Burst II anchor in the current conversation. Prydwen's current guide places her at the top of campaign usage and describes her as a general Burst II option; Nikke.gg's combined raid-and-campaign framing also keeps her among the names players compare first. Her value is still team and mode dependent, so use the card as a starting point, not an instruction to build one fixed squad.
Rapi: Red HoodRapi: Red Hood is repeatedly treated as a high-value flexible carry because she can fill a Burst I or Burst III job and remains relevant across campaign and boss discussions. The exact tier depends on burst mode, investment, elemental matchup, and the rest of the team. That flexibility is why she is a useful anchor for a personal list.
Anis: StarAnis: Star appears in the current high-priority PvE conversation as a Burst I utility pick with cooldown and burst-generation value. A source snapshot can place her differently from a pure damage ranking, which is precisely why the page separates the dated reference from your own board.
Cinderella: Crystal WaveCinderella: Crystal Wave is one of the newer high-interest DPS entries in the September 2026 references. Snow White: Heavy ArmsSnow White: Heavy Arms is a strong example of why a bossing list and a campaign list can disagree. LiberalioLiberalio is a recurring raid-meta name in the current source discussion and a useful neutral-DPS reference point. Her place depends on the boss pool and team support; a player building a campaign-only list may score her differently from someone optimizing Union Raid or Solo Raid teams.
Boss and Campaign rankings are not PvP rankings. Nikke.gg explicitly treats PvP as a different game mode, and Prydwen keeps a separate PvP view because burst timing, burst generation, survivability, speed, and counter matchups matter more than a general raid score.
